Details of this weeks maintenance:

• Dragon Breath formula has changed. We've thrown out our own & 3C's version of the skill & replaced it based on the information from iROWiki. The formula works quite well, so it's the one that we will be keeping!
• Mannheim now removes zeny fee before warping
• Enabled Floating Rates for July event
• Raffle entry system enabled for iPad 2 Raffle
• Fixed Rental NPC for 2nd class Hunters and Merchants
• Added new donation items - Special thanks to April, one of our contributors! Have a look at http://midgardro-gam...premium/browse/ and check them out!
• Fixed Ninja's skill description for Soul
• Added July events, stay tuned for daily events!
• Added new montly collectible for July
• Land Protector now blocks Comet, Jack Frost and Frost Misty
• Added Baby WoE maps; implementation to come soon
• Fixed client crash when feeding a pet without the correct food in inventory
• Changed success rate reduction from AGI/VIT against White Imprison
• Updated various pages on the website & events list

Yes it does. Against a full VIT/AGI build, it's around 26% success, maximum chance is about 78% with no VIT/AGI.
